Don't “its not a bug it's a feature” me — experience is a physical representation of knowledge, why would it be able to burn???? Just cuz it's the status quo doesn't make it right.

Additionally, the wiki says that “a water source above the block will slightly increase this process”, referring to pointed dripstone growth. This implies that dripstone will grow without water directly above the supporting block. This also does not happen, regardless of whether the supporting block is dripstone or not. I don’t have access to Java or previous versions of Bedrock but I have no reason to believe the wiki was making things up, so I assume this is a bug.
