It appears to be fixed in 1.0.5.3. I can choose and use custom skins again after updating to 1.0.5.3, gallery option pops up after clicking the choose new skin option like normal again.
It still seems to happen in beta 1.0.5.3. However, unlike last time in the previous version, it now only happens to a specific pair of villagers in a village (last version all of the villagers were trying to throw and get bread). A farmer villager is still endlessly throwing bread at a cleric villager, and the cleric villager seems to try to pick it up but it seemed as if it couldn't since there's still bread all over the ground that keeps on increasing. However, the other villagers which are librarians, armorers and butchers seem to wander around the village. They don't even seem to try to pick up the bread whenever they pass by near the farmer villager or the bread entities.
This seems to happen to MCPE beta 1.0.5 as well. In one of my worlds, villagers are endlessly throwing bread at each other and there are lots of stacks of bread on the spot where the villagers are gathering. They don't leave that spot to go into houses even when it becomes nighttime, they just keep on throwing stacks of bread...
I can't change to a custom skin anymore since updating to beta 1.0.5. When I try to click "choose new skin", nothing happens (gallery menu doesn't show up). In the previous version 1.0.4 I was still able to change skins. (Device: Samsung Galaxy Tab 3V aka SM T116 NU, with Android 4.4.4 Kitkat)
It also happens to me randomly for my Samsung Galaxy Tab 3V (SM-T116NU), but seems to happen more often when I tap the screen rapidly while attacking mobs while moving, or when trying to turn the camera sideways while moving.
For my device (Samsung Galaxy Tab 3V aka SM T116 NU, with stock android 4.4.4 kitkat OS), the startup time is about 5 minutes, sometimes longer and starts in 7 minutes. It sometimes shows "not responding" while still in blackscreen sometimes especially when I tap the touchscreen to keep the display on while MCPE is loading. It only started loading this long since I updated to the 1.0.0.0 beta for me.
I can also confirm that this bug has been fixed in build 3.
The game doesn't work for me if I play offline in 0.17.0.2. Tried logging out of xbox and even clearing the app data via my device settings and even deleting the com.mojang folder but it didn't help. The game instantly crashes once I try to open it if I'm not connected to the internet. (Device used: Samsung Galaxy Tab 3V aka Samsung T116 NU with stock android kitkat 4.4.4)

One of my infinite survival worlds (which I play since 0.15) also gets a crash too when I look at a certain direction, similar to the phenomenon in the report... For some reason, I can walk towards that same direction just fine if I look downwards only (as in point the crosshair as low as possible, then walk...), but if I move the camera upwards to see straight, it crashes immediately. I was able to play that world using the previous beta (the one without beacons and withers yet but with guardians, etc.). Now it's unplayable. New worlds work properly though... (My device: Samsung Galaxy Tab 3v aka SM T116NU with Android 4.4.4 kitkat).

Happens to me to, I had a farm in a world I was playing since 0.15, and all the animals were running really fast, even if just wandering around and not lured by wheat or seeds. I didn't hit them previously too... (device: samsung galaxy tab 3v aka T116 NU)

Did you try deleting the resource_packs folder in the com.mojang folder of your device? I had the same problem and that solved the crashing problem...
