Yes, this thing is still present in v 1.8.3 and should be fixed I think.

its harder to spawn mobs compared to spawning their baby versions, because of this no-delay action.

I think this is a duplicate of MC-3034, although it's a weird bug.
Also, hitbox != bounding box.

Also, when you use a Fire Charge instead of Flint and Steel, it will not create flying fire.
