Also confirmed. F3+T does indeed resolve the issue so im with Katherine on this.
Solution:
Don't do it?
Respawn him with commands, killing him 'fairly' should fix it.
Your friends server could be down. Have him check if its running fine or if his IP changed.
Doesn't seem to be a bug.
I would start by updating all drivers and lowering / changing your graphical settings to see if it has any impact.

It was a known issue which has been resolved.
In case your map is generated pre20w-18a please try the following steps.
1. On the main menu go to single player
2. Select your world and click 'Edit'
3. Click the 'Optimize world' button
4. Select 'Erase cached data'
5. Click 'create backup and load'

I just wanted to let you know this isn't your particular world file alone. It was a known issue which has been resolved as of snapshot 20w18a.
Existing maps might still suffer from the issue.
You can try the following to fix the issue on your existing world:
On main menu click singleplayer
Select your world
Press edit
Select Optimize World
Select 'Erase cached data'
Press the 'create backup and load' button
You might have to delete your map and let it re-render.
Was this world generated on 20w18a or converted from an older version?
This issue is supposedly fixed in 20w18a, hence wondering.
Clearly the concept of patience is unknown to you.
