It happened on my switch as well, on a realm that I'm a part of, and I was only digging sand with my hand. 

I have also had this issue and now bring around 2 different types of food to make it even remotely register, it still occurs even with different foods. I'm on Nintendo Switch and the realm I take part in is assorted Bedrock players.

I can confirm it affected 1.13 as well for myself
