there is some laggy machines in Minecraft. If you can search the chunk you could find something like a zero tick farm lagging it for a second. IDK I am not pro or anything but try to see in spectator mode at first.
I have the same problem. Mine started after trying to download a resource pack. If you go into game file and delete Minecraft you can update the entire thing. Did not fix the problem for me but might work for you
The banner texture is 4 pixels larger than the shield texture to make room for the outline. This is why the texture looks weird. It is condensed
