The Bug:
Banner patterns on shields and banners look different despite having identical designs.
Steps to Reproduce:
Give yourself a banner with a banner pattern by using the command provided below.
/give @s minecraft:white_banner[minecraft:banner_patterns=[{color:"black",pattern:"minecraft:flower"}]]
Give yourself a shield with the same banner pattern on it by using the command provided below.
/give @s minecraft:shield[minecraft:banner_patterns=[{color:"black",pattern:"minecraft:flower"}]]
Compare the banner pattern on the shield with the banner pattern on the banner.
Take note as to whether or not banner patterns on shields and banners look different despite having identical designs.
Observed Behavior:

This bug is specific to people reporting that the texture of banners are higher quality than the shields.
MC-87658 specifies the center offset of the Middle Circle, the Flower and the Curly Border.
Just posting this to clarify for reporters.

This is still a thing in 1.19 Pre-release 2. I really think it would be great if this could be given more priority after being unresolved for 7 years.
It absolutely can easily be fixed regardless of those things; porting happens all the time, and all that needs to match is uv mapping; whether pixel size is different from the base shield texture means nothing.
Simply copy pasting the banner pattern textures and moving them to the appropriate area in the texture mapping so UV is the same fixes this.
Unfortunately, this error is difficult to fix because the resource went to Minecraft Bedrock with the same error and because the shield has fewer pixels than the banner.

Note: There is a solution for this error but this poster tries to bring another solution, because this error was reported a long time ago and unfortunately it has not yet been corrected.
