This rendering bug is not limited to water, it occurs everywhere randomly. Seems to be related to sub chunks- blocks above and below the affected area render ok. Performing a block update in the area resolves the RTX rendering and vegetation issues. I'm attaching some screenshots showing the issue.
Things to note in the affected areas:
Incorrect dark lighting on surfaces of blocks touching the area.
A weird straight shadow line through the ground. It's in screen space, not world space. It moves with the viewer.
Vegetation textures in the area are sometimes opaque, including trees, grass, vines, etc.

This happens to me too, on a solo world and on a realm. Just noticed with 1.19.73 when building a floating island.
Steps to reproduce it:
Build at 1 block thick platform in the air so you're standing at Y=256.
Place a block. Doesn't matter what the level of the block is, it only matters that you're standing at Y=256
Observed results:
On bedrock server (as the only player on the server), the block is placed and I immediately fall one block through the floor. When standing on a scaffolding stack, I move one block lower on the stack. If standing on a one block wide ledge, I fall off.
On local games, bubbles briefly appear (as though I'm stuck inside a block) but I don't fall.
This is extremely reliable. Every single time I place a block while standing at Y=256, it's as though I momentarily fall through the floor. The amount of lag to the server seems to determine whether or not I fall through or just momentarily suffocate.
Destroying blocks while standing at Y=256 works fine.
A workaround is jumping and placing the block while in the air.
