This happens to me too and i got the MSI gf66. This might be to do with optimus and no mux switch Which has been an issue since 1.16… I tried: - Disabling fullscreen optimisations - Turn off Vsync in the Nvidia control panel - Turn off Vsync in the Intel control panel - Turn off Vsyinc i nthe minecraft options.txt - Installing windows 10 from 11 With all that its capped only when im in Fullscreen and still no screen tearing in either which means input lag.
I use an external monitor to help but it still doesnt get rid of the problem fully. I would prefer screen tearing over frame skipping.
I have this issue on my laptop which has an integrated gpu and an rtx 3050 TI. However, not on my older PC which just has an nvidia rtx 2060 super. My gut is saying it is to do with the the windows compositor / DWM
Edit: Optimus laptop, Fps is unlocked with windowed not fullscreen.
