Guy, this concerns not only the lightning rod, but also other incomplete blocks and this problem exists in the very first versions of minecraft and 1.13 talked about it.
@unknown, the update now does not run RTX maps and textures on my GTX 1070 video card at all, although NVIDIA stated that this video card is supported as well.
