I am not really sure this is a bug...
You could try turning down your sensitivity (Options > Controls > Sensitivity)
I think Colin believes that this is a graphical glitch for the wolf. Logically if something is sitting its legs would be on the ground, not hovering in the air.
Jamie Schoeman please take screen shots of what happened and post them. To take screen shots hit f2 or fn + f2.
Is this on multiplayer? If so it may have been another player.

This along with the possibly duplicated wheat farm sounds like a possible chunk duplication / scrambling issue.

Not a bug.
Textures issue just happened on an Aternos multiplayer server. My issue looks exactly like MC-229803
Another player was online and it did not happen to them.
No resource packs enabled.
Occurs during rain or thunder. Able to turn it off and on via weather commands.
