I can confirm this as well, my server is having issues with insane amounts of zombies building up in caves due to Chicken Jockeys laying eggs. That being said, chickens that spawn as a Chicken Jockey are not supposed to lay eggs at all. (See 14w02a for MC version 1.8), but this seems to have broken during 1.17's development.
It's possible that this is fixed now, you guys should check your realms and see. My friends and I have been having this issue for that past week or so (specifically with the Natural resource pack) and it reappeared today. It's worth noting that the new 1.16+ blocks have all been updated to the 32x32 textures to go alongside the rest of the blocks in the pack, previously they all had the default textures. My assumption is that the downtime was due to the pack being updated to include the new textures.
No, MC-229490 is referring to an abundance of them which is a separate issue.
The issue I am referring to is that the chickens that spawn as part of a Chicken Jockey are naturally spawning without the proper NBT data.
