I did some snooping around within the vanilla 1.16.0 resource pack and transferred some various textures into my folders in another custom resource pack I put together and I was able to get the correct "effect" textures mentioned here by putting them in the "textures/ui" folder. I've provided a long screenshot to help along.
Edit: For clarification, I'm currently using v1.16.10
