it's one that doesn't have spigot, bungeecord, or any other special server software. In the logs it will say "Server brand: vanilla". They're around, if you know what to look for

Gamerule fails to work from multiplayer/in-game on my friend's snapshot server either, if that helps any.

Try doing it on a server that doesn't have any plugins on it.
/help should bring back the Minecraft default, instead of any "Essentials" stuff.

Can confirm for Windows 7, English layout, and Java 1.8.0_151.
Just want to put my 2 cents in, I tested using a blank datapack (with just the pack.mcmeta, the pack folder, and a blank functions folder, nothing else), on Windows 7 and Java 1.8.0, and it does not appear to crash the game, nor does it output any "string out of index" error in the game output tab of the launcher.
Maybe it's a Mac thing, I don't know.

Figures it would be the .DS_Store bug. The bug not-working for Windows kinda set that off.

How about that villagers have different slots for different stuff (ie: farmer villagers would have 3 slots for wheat and only those 3 slots)
This "bug" is normal:
When the item gets spawned, the wheat can only have a stone texture at first, then it quickly loads the wheat texture from your resource pack. Loading it can take a moment, that's why you see the smooth stone texture for an instant.

Video might help more than screenshots ever will...
At about 0:30 in the video, I autofill the uncompletable recipe, and when it does so, the burn timer keeps going. Although I have a feeling that this whole thing is working as intended (because the burn timer also decrements when there isn't anything being smelted), and is more of a minor complaint (not a bug), now that I think about it... sorry.
