What is the command you are trying to use?
I've gone ahead and tested this on two differnt seeds then the ones provided. The bedrock pattern does not look the same to me in both seeds.Though this likely because of the coords. I'll test this again asap.

Water cant be placed in the nether without commands. Unless this is some sorta new trick?
Redstone in minecraft is coded differently then in Java. Certain machines won't work in Bedrock edition but will in Java.
Ive gone ahead and replicated the glitch in video form to further add into the evidence.

I've gone ahead and tested this bug. I'm not sure what you mean by it "doesn't attack back". It does attack back when said elder guardian is placed in water and is hit by the warden (thats because of its spikes) but doesn't get hit whilst on land and flopping around.
This is likely the current similar bug for the bees getting stuck on slabs

I found a temporarily solution to fix this. Go back to the home page without closing out the game and re-open it. This should help fix it
This also happens when you let ur phone go into sleep mode
Have you tried closing out of the game and re-opening it?
