EDIT: Update your Windows as well! You can do that by opening settings, clicking on Updates and Security. Here you have to click on Search for updates. If an update is available, click on install, wait for it to download, and restart your PC.
EDIT2: I recommend using "fast" for vertical sync if you want to set your fps to a low number like 30 or 60. The problem is that "fast" isn't available in some cases and it locks the fps to 120.

So I found a method to fix this problem!
(At least it worked for me...)
First, install the newest versions of your graphics drivers.
Then, disable v-sync in options.txt.
