I just experienced this very bug(not really a big, imho, but more of a curiosity) several times while using 13w25c. The situation was placing water from a water bucket into flowing water and the rock breaking sound occurs for each water block that has leveled off to the same elevation as the adjacent water blocks. Can upload a video if requested-
