Encountered this today when trying to build an underwater structure involving leaves. It's quite unfortunate, hope they fix it soon.

For those coming to post about this issue, as violine1101 noted it seems to be fixed. If you're still encountering vanishing villagers, check out MC-153904 instead.

Same issue on my 1.14.2 Paper server that averages 1-4 players. Villagers randomly despawn/disappear all the time, though I'm not entirely sure when and what the cause is yet.
