No i have had ice farms that never spawned hostile mobs on ice, preventing me from needing to place torches everywhere for safety. I remember even being in ice berg biomes where all the hostile mobs would only be on packed ice. Somethings happened, even the old minecraft.fandom site about spawn proofing still has it listed as a way to prevent hostile mobs from spawning, and a popular youtuber in the mincraft community named Ibxtoycat had posted videos of him spawn proofing his nether with ice before. Ive used it in my nether before, had an ice castle there for the longest time.  

 

Edit: nevermind i see it was changed a long time in 1.13 tho i see it listed for just java i cant find bedrock. I play this game on and off and really didnt feel like it had been so long since i could use ice for no hostile mobs. Sad change that i dont really understand necessity of, thanks though.. apologies for your time..

Now i wonder what other transparent blocks have been changed to allow mob spawning. I hope leaves havent been taken out too. Do you know if two snow layers still works?

I think this may have been resolved with the fix to "top snow", ill check once i recieve the update

@[Helper]GoldenHelmet Wait im confused, i do not wish to request a feature, i wanted report that the water freezing is not doing it in the way that Minecraft wiki says its supposed to.

 

Minecraft wiki tells you when something is java or bedrock, but in there it doesnt say either or for the way ice forms, which typically means its supposed to work across all editions
