Have been trying to investigate what may be holding up the launcher from downloading anything.  First stop was Windows Firewall.  It seems the Launcher installer puts entries in the firewall to allow "C:\Minecraft Launcher\MinecraftLauncher.exe" through it.   This is not where the Launcher is installed.  (I installed it to its default location, which is C:\Program Files (x86)\Minecraft Launcher\MinecraftLauncher.exe.)  After correcting the entry (and adding an Outbound one), re-launching the Launcher, it didn't make a difference. 

On a side note, since fixing my re-install per my post below, the Launcher is "offline" and won't connect to Mojang.  Seems like MCL-22632 or similar.

This bug has been very irritating.  I got around it last time by having my roommate install the launcher and his installation worked just fine.  Mine don't, on any of my Windows 7 machines.  It didn't work before on my Win 10 machine, but I just tried it again and the launcher successfully installed.

I went to try the current snapshot yesterday and it only shows me snapshots from months ago.  Reinstalling the launcher restarted this headache all over again.  Something isn't being allowed to download in the launcher, but not sure why.  Java has TLS 1.2 and 1.3 enabled.  Minecraft itself works perfectly fine.
