Still doesn't seem to be working (didn't make any changes to "out-of-the-box" MCL settings or windows alignment).

Confirmed in 1.18-pre1 (single biome and default type world). They generate very rare. I hope that Mojang will fix that soon!

I agree, but this side is obviously hidden for the player (if you don't place this sign on transparent blocks). That's why it I think it is a bug.
