I had this same issue, after converting a world from Xbox One to Bedrock. Make new Rockets. They won't be affected by this bug. (you will have to manually place 3 gunpowder in the crafting box, as it won't let you do it automatically, to increase duration)
I don't suppose the developers could fix the code or make an addition, so that it scans for empty cages, and, when it locates one, places a random appropriate mob (weighted toward zombies and skeletons) in the cage, if the game mode is SURVIVAL? I hate to think the only way to do this is to roll back to a version of my save from September.
Unless there's a way to enter a command to fill the cage, without entering Creative, and loosing the Achievements

I have the same issue on a world converted from XBOX ONE edition to a Bedrock edition Realm. I built my base around a XP farm with double spawners (1 zombie, 1 skeleton) I had a friend who wanted to join, so I switched it from EASY to PEACEFUL, and when i changed back a couple days later. When no mobs came out of the spawners, I broke in, and discovered two empty cages. I have examined a couple of other spawners I know of in my world, that were present in the XBox ONE version, and they are both still there, with zombies inside. This happened after I had my realm running more than 20 days (a few days ago)
Also see issue MCPE-17517, you aren't the only one. Mine have been the same over days of playing.
Having this problem with Windows 10 as well. I splash zombie villager with weakness potion then give the apple. Apple disappears from hand, there is no crackling noise or hissing, and the "gas" rising stays grey instead of turning red. The potion eventually wears off and zombie villager stays the same.
This is happening with my villagers as well. I have 2 baby villagers that have stayed the same day after day. They were babies pre 0.16.0 and after the update they won't grow up. My adult Villager tries to breed with them too.
I noticed this in my world that was started pre-0.16.0, and continues still after the update. They continue to wander/disappear.
Mine did the same. I had 2 tamed cats and they reverted back to the ocelot patterns. I bred them and they have ocelot patterned kitten too.
Confirmed on Both Windows 10 Bedrock, and Xbox One Bedrock. Recipes are reversed.
