Baby villagers do not grow up but they have the sounds of an adult villager.
Edit by @unknown: As of 0.16.1, it looks like baby villagers now continue to use the baby sounds after 20 minutes, but still act like adult villagers.

I never had an issue with baby villagers growing up in 0.16.0. I made a total of 3 iron farms in 0.16.0 and every baby grew up without any issues. Now in 0.16.1 I can't get the babies to grow up. Also, 20 seconds after this baby farmer was born, he went right to farming carrots. He makes the sounds of a baby, but actions of an adult. After he farmed a while, he did breed with another adult, which gave another baby villager.
I have been running these tests in 2 different worlds, one is creative, the other made purely in survival. Both give me the same results.
Running Windows 10 on Realms, and I can confirm they are not growing up visually but ours are also not breeding. Only the two adults will. I'm not sure if this is related or is a separate issue.

I believe manda marie is incorrect. The baby villagers are not breeding.The villagers act like adult, planting and so on, but they do not breed.
All of the towns I've built in Minecraft are now slowly depopulating as adults that die are now replaced by babies that can not create more villagers. Once the adult population hit a tipping point the towns population starts to die off.
I've been having this problem with villagers not growing up. Because they don't grow up, they also never breed.
I have problem in Windows 10 Beta, PE for Android, locally and playing on a realm. Have a baby villager (now only one adult and one baby as them damned Zombies got the other adults), and it won't grow up. Been hours and hours of game play. 0.16.2 on both Windows and Android.
So so far, tried to make a chicken auto farm (baby chickens don't die when growing into lava...), then tried a mob farm... Nope bug when opening chests connected to hopper crashes game instantly, and now this. Maybe I will try and convince the kids that real Minecraft is playable ( no idea how they can play on touch controls anyways!)
I have the same issue on Android (Google Pixel C, 3 GB RAM, 64GB SSD, OS: Android 7.0). I have 4 adult villagers and 7-8 children. I followed them around for an hour (5-6 mpce days) and none of the children has grown up.
This is happening with my villagers as well. I have 2 baby villagers that have stayed the same day after day. They were babies pre 0.16.0 and after the update they won't grow up. My adult Villager tries to breed with them too.
