Yup! I totally agree! That is a big pain to mess a lot of things up!! 🙂
Even with compatibility for legacy versions, it wouldn't make sense for someone to use an older version of Bedrock... unless they've got a backup/pirate copy.
Why not just force everyone to update their manifest.json format? It's not that complicated...

I made changes to the zombie_villager_v2.json file to correct the professions. I've attached a behavior pack (ZombieVillagerBP.zip) if others want the fix to the profession display before the Devs make the change. NOTE: This does not replace the missing profession textures

Just uploaded a new save FlatWorld with villagers that have been converted.
I just uploaded a flat world save to check out.. The spawned zombie villagers still display with the farmer profession.
I also attached a screenshot of the extracted vanilla textures showing how the zombie villager professions are blank (screenshot 5), which is likely why vanilla zombie villagers show with no profession...
The save file compressed is 15mb and the Jira limit is 10mb attachments, so I can't upload the save.
I tried using MCCToolChest like you suggested and found that the zombie villagers spawned in the Nether are correctly defined as random professions - nitwit, weaponsmith, etc
Also, I tried changing the name of the profession texture for the farmer in my pack... renamed the cleric texture to farmer... now they all look like cleric zombie villagers (screenshot 3)
Tried changing the texture image format between .png and .tga and still the same result. If there is a texture named farmer.png or farmer.tga in the Professions folder for the zombie villager it is applied. You won't see this in vanilla because the zombie villager profession textures are transparent placeholders... empty .tga files... (not sure if they're supposed to be this way, but I've checked the vanilla folder and the professions are blank images)
I know it's not selecting the first texture in the folder because I have one for each (screenshot4). If I delete or rename the farmer profession texture I get an adult z-villager with no profession.
Thanks for the response but I can definitely tell you it's not the texture pack... This is not version 1.14 so that's irrelevant as well. I appreciate your help and will upload a save of the world today.
I made the texture pack so I know it's the farmer profession texture...
Check the second screenshot I posted of the baby zombie villager and adult. The baby spawns with no profession, but the adult spawns using my custom farmer profession texture layer.
Well, this is a bit different because this is actually a farmer profession texture and not the zombie villager with no profession... Sounds like a similar issue.
When a baby zombie villager is spawned via the egg it is spawned with no profession
