What is the full format of the command?
Just ./summon Horse ~ ~ ~ {Data tags} ?

I found a video somewhere of an entire village generating inside of a woodland mansion 😛 I don't know if I'll be able to find it again, though.

I don't think this is really a bug. Mobs spawn on top of unlit roofs all the time, which sucks, but it makes sense, since it is unlit.
