i believe that there must be no obstructions in order for the tree to grow, for example, having torches near the tree may cause it to not grow, or having blocks above it

This is a known bug. Hopefully. They mention this on the whats new screen:
"The phantoms seem to be a little bit sleepy right now so they might not swoop down on you (don't worry, we'll fix this bug soon)!"
OK so I don't know a lot about this weird coding stuff but I can say that even though its changing the text for me it still runs fine no weird text on my server more even though it does not use ¢ looking thing (on tablet sorry) and its in color and all so I don't get how this is a bug
you say app which implies you are on mobile, in which case you are in the wrong area as this is for java edition bugs
