Is the gamerule doTileDrops enabled (set as true)?

I'm not an expert on Bedrock Edition, but providing your PC specs (CPU, GPU, etc) may help diagnose the issue.

I can't officially respond to this, but I would suggest sending this as feedback, rather than reporting it as a bug. (Unless, of course, it happens to be a bug.)

If there are any redstone sources near your hoppers, it may cause the hoppers to lock and will prevent the hoppers from transferring items. I'm not sure whether this is the case, but it might help.

With the GUI version of the server open displaying memory usage, the graph gradually rose in 1.15.1 as it did before in 1.13. However, when I opened it in the command prompt with nogui, it fluctuated depending on obvious variables in the server (assuming Task Manager RAM usage percentages were correct, as I'm unsure of how to display the current memory usage of a server using the console), such as a player joining, rather than with the GUI where the RAM usage steadily increased without reason (or a reason that I know of).
