reproduce steps are very straight-forward:
Breed frogs with sea grass. Biome is Jagged Peaks / Meadow, but it doesnt really matter. All frogs were there before 1.18.30 update.
That is the survival server without any mods or addons.

In new test creative world with experimental mode enabled (where frogs can be brad with slime instead of grass), bug is not present.
Observed Results:
Frogs are making turtle eggs.
Expected Results:
Frogs are making frog eggs.
My theory is that we have some frogs in game files since world was created as local experimantal world. But then, after uploading this world to the server and server was updated to 1.18.30, we have no longer frog nests there, but frogs in the world are still present. So we got ourselfs some mixed version of experimantal and non-experimental world.

I just checked your repro and i think it's not working. It looks like you might randomly connect or not connect regardless of the actions you mentioned.
How high a priority is this bug? I feel like fixing it wouldn't be that hard given that player teleports normally.
P.S. This bug is really blocking, please fix. Dragon egg is just gone, shulker farm can't be created in the overworld, not to mention that all my horses are forever stuck in the end dimension under threat of execution by gravity in case they ever to return to the overworld. I was waiting for the issue to be fixed since 1.19.20
