Might be, but mine error only is visible after the RTX option is disabled.

You were actually right. This game rule was set to false. Well as it turns out I'm an complete idiot. 😛
I'm terribly sorry for bothering you. 😞 In my defense: I did not change this rule, so I have no idea why it was set to false.
Anyway setting it to true resolved the problem. Thank you very much! Have a great day, sir.

I happen to have exactly the same problem here (on Java Edition). After mining any minecart or any boat it just disappears and doesn't drop anything. Currently I'm playing on a server which runs locally on my PC, but any other connected player experience the same minecart and boat behavior. It's pretty annoying and metal-cost heavy so fixing this bug would be very appreciated.
We play on an old map generated in like 2012 or something like this but the newest Minecraft Server app seemed to be fine with it.
I have attached my game crash report (crash-2019-09-28_20.11.11-client.txt) obtained following your instructions (F3 + C).
Since we both have Ryzen CPU perhaps the problem lays in the CPU itself.
