Update: setting the account as major people allow me to modify the settings and allow multiplayer for the account. I will keep the issue open as this doesn't solve the underlying issue (that is, unclear instruction of how to allow it).
Information from my duplicated ticket ( MC-209724 ) :
In my case, this was caused by the xbox (that is part of microsoft, as mojang is) settings : https://support.xbox.com/en-US/help/family-online-safety/online-safety/manage-app-privacy-settings-xbox-one,
I also had the issue that I can't connect to the page. Setting the age of the child the 13+ solved this issue (or is 18+ ? I think I first put 18, then changed to 13).
