Update / Resolution: After further testing, I was able to identify the cause of the issue.
The problem was related to the distance between the villager’s workstation and their bed. When the workstation was too far away, the villager would not restock trades. After moving the workstation closer, trading started working normally again.
Because of this, it seems this is not a bug but intended behavior related to workstation accessibility.
