I have also come across this issue and this is a known bug. The issue seems to be that the d-pad gets stuck in a certain direction. If this bug appears again, you can press the d-pad in the direction which it occurs at.
Hello there. On all Bedrock platforms, minecarts are slower than the Legacy Consoles.

Not a bug but a great idea for the feedback site! This feature is more of a "Legacy Console Exclusive". It is greatly appreciated if you submit all ideas for the game there, please.
