Modded means you have Custom mods installed in your game.
Most used mod allowing mod(Yes...) is forge, check it out, you can get really much mods to your game. They are fun and really fun, and more fun.

Why unfixable?
It would be easy to fix that, by rounding the value and making IF statement.
if(Soundbar1.roundValue==0%) {
Soundbar1.value = 0%;
}
Sorry, i have the right java but i tried to fix my minecraft because the new java didn't work with it, but i had the 1.7.0.
Well, I know that it will not be fixed in this update so I will just put it there Just in case.
