What you didn't do is connect either of the two to Bluetooth. That's how you use Keyboard and Mouse on Mobile is Bluetooth.

Are you the owner of the world? Did you check your permissions to see if you cant place or mine blocks?

Is the Command using /give? Are you using the right ones, like Chain, Repeating, etc?

This is more than likely because Java is a different version than Bedrock.

Have you used a Lightning Bolt by either a Lightning Rod or /summon?

This might be an issue with the Resource Pack itself? Try reporting the owner of the Resource Pack this issue as well. Maybe try deleting the file if you're on Windows 10 or iOS/Android?
