I’ve reported the same issue and it seems mine is a duplicate, so I would just like to share that I was able to reproduce the issue by having two minecarts go back and fourth, then run around away from the chunk they are in and eventually it happens.

It’s a bit inconsistent but it should be reproducable after a few attempts.
