If a player leashes two mobs together then waits some time with the mobs on the edge of their loaded chunks, the lead will eventually break.
Observed Results:
Tethered mobs become detached, presumably due to differences in whether they are loaded or not.
Expected Results:
Tethered mobs stay tethered at all times, unless caused to untether by a player or death of either mob.

I wouldn’t be sure how to reproduce this issue, I noticed it on a multiplayer server. I have two Allays leashed to a Sniffer (both of which have become unleashed before, but I saw there was already a report specifically about them) and I have an tamed, unsaddled Horse also leashed to the same Sniffer as I sometimes AFK and want to keep it loaded.
Sometimes after some time of not being close to the mobs, I notice some distance between the Horse and Sniffer at a flat part of my base. I then head over and find that they’re no longer attached and sometimes there is a Lead item on the floor. (This happens when I am alone on the server, of which I am the only person with OP permissions, so I know it isn't somebody messing with me)
I noticed the Horse detached and looked over at the Sniffer and saw this. (Approximately 4 chunks from where I took the screenshot, but it obviously could’ve occured at any time)
I froze server ticks to get closer ensuring it wouldn’t change, and enabled chunk borders
I then unfroze the server ticks to see if the connection point would snap back to the Sniffer but it didn’t
I once again froze server ticks as I went to retrieve a pair of shears from my chests (Which are ~12 chunks away) and came back to find the connection point had attached back to the Sniffer.
