Avoma, as Sculk man has said, it isn't about frames, no. My frames remain 40+ whilst looking towards the biome, however my GPU usage hits 100% at times causing Desktop lag.

It is to be noted, this forest biome is rather a large one, and goes on for a lot of blocks.

Issue fixed on Windows 10. Performing better than pre-RenderDragon Minecraft. Can play in Windowed mode again, frames don't dip below my 75hz refresh rate, except for in menus when loading things, which is understandable. New animations are smooth as butter.
Performance issues has returned after the graphics driver update initially smoothed out the FPS. Now it renders at or below 21FPS.
Toggeling fullscreen on and off helps, but then frames start dropping again. No other settings can resolve the issue. Only solution would be a fix from the devs.
Last night, NVIDIA pushed a driver update: 460.89. Since those installed, the framerate has not dipped below 75fps. Performance appears to have been restored. My game has been running for nearly 18hrs now and all appears to be good still.
I can confirm, after disabling Wallpaper Engine and rebooting (I couldn't recall if I rebooted after installing latest NVIDIA drivers), playing on latest server and client on fullscreen the framerate remains high with no framerate drops. When playing in windowed mode however, the frames still drop by quite a lot.
Starting the game is painfully slow, the loading screen takes forever. When having a YouTube video playing on my second monitor, the load screen would cause frames to drop on the YouTube video.
Edit: Nevermind, frames have started dropping again after playing for a while. Doesn't matter if I restart the game, it plays fine for a while and then framedrops ensue.
The new hotfix did not make the frame drops any better. In-fact, it is now worse. The loading screen lags now, and in-game it drops to below 20. Still unable to play the game.
It does the same thing even without any datapacks. I have removed them all to test, and still it can hit 100% GPU usage. Also, this should not happen on the RTX 3070, in minecraft, without shaders. Not even Elden Ring, or any other game does this.
