I confirm. I've seen this multiple times in my survival world.
I'm fairly certain this is an intentional game design.
Does this have to be at night?
I also get this bug in my Galaxy J3 2016. Im in the latest (non beta) update
This happened to me as well. I did a lot of things when trying to fix the problem, ergo I don't know exactly which one worked, but I got it to work after:
Signing out and into Xbox Live.
Restarting Minecraft.
Disconnecting and reconnecting to internet.
