I believe this is a different issue than MC-858. In that, the block actually regenerates. This appears to be merely visual.
Actually, I found https://bugs.mojang.com/browse/MC-51206 and it seems that is my problem. It's marked as Fixed, so that's good.
Hmm. I was worried I wasn't doing it right. Sorry, then. But looking at the wiki, it says the format is "/give @p skull 1 3 {SkullOwner:PlayerName}". I can't seem to find what I did wrong.
It actually does - if you enter Survival it starts to attack you.
I updated the drivers, and I still experience this issue. Seems to be an issue with the Intel Integrated graphics.

I had this problem. Redownload the jar, it seems to be fixed now.
This is not just older items, I tried placing new blocks in items frames and got the attached result.
