The issue continued on 1.13.0 but after complaining to Mojang and Amazon the issue seems to have resolved itself

This issue is not resolved, guardians are still not spawning in 1.2.5 on Xbox One, Windows 10 and Fire TV versions

Yep! i've got the same problem, my last realms world that downloaded successfully was 510mb, since then it just fails everytime
