i will update this, it still a issue in 1.6 (very annoing for me, as i normaly use the middle mouse button as the drop button)
It is, it's confirmed by a mod, and will be fixed in 1.7 =D
this is actually a great idea. but i think it's a bit hard to do. Maybe, minecraft would see what is the chunk present on the village nearest to the player, and, if its in the loading-radius, all the village will be loaded, if it's not on the loading radius, all the village will be unloaded...
it's an old bug, it didn't started in 1.4 you probably haven't noticied because you exit the portal right way. Sorry for my bad english im brazilian.

I can see why this used to happen... The client was probably looking for all the loaded chunks to find the one next to it, so it could determine if the side of the block would be invisible or not...
