That seems extremely strange. What could they be doing that it wouldn't work on a modern card? There isn't any reason for it. At this point I would probably want a Mojang developer to comment on this.
I had this even after linking but I found that you had to logout of the game and log back in so that it takes effect. After that all was good for me.
That doesn't make any sense at all. Memory allocations do not have to be contiguous. In addition when I tested above (see earlier comment) I did the test on a 32-bit JVM on a 32-bit installation of Ubuntu where at the time I only had 512MB of ram (hence the low allocation).

Well my knowledge was based on before Minecraft gained native HD texture support.
Now that it has native support it may to be handled differently now but previously textures got allocated outside the heap (somehow) in the remaining process space on clients modded to handle HD textures. So reducing the heap was the fix usually on systems forced to only be able to run 32-bit java. Now it seems that with 32-bit java if there isn't enough space to fix the textures it will just silently fail and fallback to default.
Regardless I did a few additional tests on 1.6.4. Note that I did it on 32-bit java only. On 64-bit it really isn't needed and the last test I did on 32-bit java actually fails on 64-bit for unknown reasons. Only the 768M test passes for both ends on a 256x texture pack.

Success again.So it appears that my tests hold true. I used the LB Photo Realism Texture Pack 256x256.
If you are getting this error on texture packs larger than 16x16 on 32-bit OS decrease allocation of memory to the game. I know it is opposite of typical thinking but the issue will be that it runs out of texture space so Xmx controls heap... not texture space. Reducing heap will increase texture space and allow the game to work.

Unable to reproduce this issue. I already had a server running using Multicraft (for testing) and it booted fine. In fact the server is using a 256MB ram limit.

Unable to reproduce on 13w39b. World loaded fine for me. It did have a painting in it though so it may of been related to the (possibly unreported) bug in 13w39a where if a world contained a painting then it would just crash right away. That issue was fixed by the quickly released 13w39b build.
Placing paintings was fixed in 13w39b not 13w39a.
Bug present in 13w19b. I wonder how I never noticed this before as it seems to be a long standing bug. Is it possible to check for an existing painting around the current block where one is to be attached to before selecting?
I can confirm on the paintings. I don't have a 1.7 texture pack to test with.
EDIT: I hunted down a 1.7 ready texture pack and I can't reproduce it there either.
I don't think it is a regression in the AMD driver. The report referenced was one I reported and caused the JVM to crash completely. Never got to the point of fully loading the game.

I got this using AMD 13.10 beta on Windows 8.1 today on the 13w38c snapshot. Like the other reports it happens when switching around anisotropic setting.

EDIT2: Also reported to AMD via their bug reporting just in case.
I actually saw it pretty bad in 1.5.1. Even on my i7 3820QM w/32G ram and a 7970m I would get ~15fps when using a x128 texture pack although that may of been a different report. However on the default texture pack it was closer to the 100 area. Performance seems much more improved in 1.5.2 now with x128 texture packs giving ~130fps in many areas without mods. 1.5.1 needed the optifine mod to be playable.
btw i can confirm huge improvements with 1.5.1 in performance. great job!
Have you tried with 13.3 Beta 3? Looks like it just came out today.
EDIT: FYI - I just tested and Beta 3 clears the issue.
