Correction for Most Users
You have not correctly linked your Mojang and Twitch.tv accounts, please link your accounts here and then relogin to the launcher.
Requirements for streaming: Windows: Vista/7/8 (32 or 64bit) and Mac: 10.8/10.9 (64bit only).
Windows XP is not supported by Twitch.tv and it is recommended you upgrade your operating system as Microsoft will be dropping support for XP on April 08, 2014.
Linux streaming is currently unsupported as the appropriate Java libraries have not been released by Twitch.tv at this time.
OpenGL 1.5 is also currently required for Twitch.tv streaming, if you have not please update graphics card drivers here or obtain a newer video card with the minimum requirements. If you do not know if your card meets minimum requirements, for technical support please use the Mojang Support Center.
When going to the options panel and clicking Broadcast Settings, the screen will say: "Unfortunately your computer does not support the integrated Twitch broadcasting service" with the (Reason: null). I do stream normally, so I doubt that is the problem. I have also restarted the Minecraft launcher and Minecraft client a few times as well.

is it a windows 8 thing or maybe a java thing? because I also have java 7u25 and windows 8.1 and I get the same thing
I fixed the Problem. Cause my Graphics Card has the Latest OpenGL that is available(I haven't looked it up yet but I think its OpenGL 4.1, I use AMD ATI Radeon HD 7660D Version 13.151.0.0 as of 8/19/13[Date of Release])so I knew it wasen't that. Robert Pendell said: "I had this even after linking but I found that you had to logout of the game and log back in so that it takes effect. After that all was good for me." I had tried that and everything worked for me 😃 the settings loaded and I can Livestream Now! 😃 Thanks Robert
(Little word here: I just closed MC and re-launched it and it worked. Some people may actually need to log back into the Launcher if you have an Internet Speed lower then 1024kb/s. Hope this helped 😃. Source: Robert Pendell's Post about his Experience with this Issue.)
I had different e-mails set up for my minecraft account vs twitch and Mojang. Once I got them on the same page, I used the migration function and it all worked out.

@Charles - You did everything else stated in the description above then had to migrate your account for it to work?
The same thing happened to me. I don't quite understand why it's happening...
