I start to understand why this would happen. I reproduce this bug and MCPE-182594 in the same game. I think the valid health value should be 1-20, when it reaches 0 the mob dies. However I notice that all the mobs including the player do not die at 0 health value, and now they die at -1. I use a diamond sword to attack a enderman, however after 5 hits it's still alive. It dies with another hit by hand. Thus I think, if a mob has designated health value x, now the program generates a mob with health x, however natural regenaration can only restore health from 0 to x - 1, not 1 to x, and any mob dies at -1 instead of 0.

In fact, this bug also appears when you set the difficulty to Easy & Normal. Now my version is 1.21.23.
