you will probably find the answer.  I used the suggestions from noppes

I tried his workaround on my system running amd 7970 and it works brilliantly!!!!!!!

Following @Skiguros suggestions resolve the issue.

Step 1 Open AMD radeon settings which you can find in your desktop by right clicking
Step 2 Go in the tab "Gaming.
Step 3 Pick minecraft or add it .
Step 4 Put this settings i have in these screen shots https://prnt.sc/vyvp42    https://prnt.sc/vyvpo5 

The important settings shown in the 2 screen shots are as follows.

A)     Radeon Anti-lag ---- Enabled

B)     Radeon Image Sharpening ---- Enabled.

Sharpness 80%

The following items didn't seem to make a difference, my settings were different than Noppes settings

Wait for vertical refresh

Anti-Aliasing

Anti-Aliasing Method

Texture Filtering Quality

Tessellation Mode

All other features are disabled

UPDATE!!

I physically removed one of the graphics cards with no luck.

I then went to the device manager and under the 'display adapters' menu

I right clicked on my video card and selected properties.

i clicked 'disable device'

Now my minecraft menu is visible and the 'glitches' are gone.

This is working for now.

Only drawback is that, because my graphics card is disabled I no longer have 3 monitors.  only 1 main monitor.

I will keep working on it. 

tried the fix from AlphaRomeo.  did not work for me.

I have an amd radeon hd 7970 (2 of them actually).  Tried with and without crossfire.  I have intel i7 980 gen 3 (i think) and a asus rampage board.

uninstalled/re installed  the radeon software again just to make sure there was no corruption and that I was up to date.

The problem only seems to exist with the bedrock 1.16.200. my other machine which is almost identical to this one is working fine on the previous version 1.16.100 and my java edition on this machine is still good.
