Just tried the texture pack that D Flog Flag provided. I can say that this 100% works for me. I'll show screenshots of proof but basically, I removed all texture packs I currently had enabled, then enabled this fix texture pack and placed it on top of the default pack. When I go into the dressing room, all custom skins now show the equip button for me.

Didn't mention in the picture but yes when you equip and back out to main screen, the skin is equipped. The skins also work as expected in worlds even when the fix pack is not in use afterwards.
