I made an issue about the same thing. The right button was normal until 1.19.

Just get a command block on “Always Active”, “Repeat”, and “Unconditional”. Then, set the command to

/Gamerule mobGriefing false

if you don’t want chat to become a wasteland, then type in chat

/Gamerule commandblockoutput false

Step one. Find your mcpack.

Files>Recent

Note! Do not click on your mcpack while in “Files” app

Step two. Hold your finger on the .mcpack for about 2-3 seconds.

Step three. Press move.

Step four. Follow these instructions.

Files>On My (Device)>Minecraft>games>Com.Mojang>(resource or behavior)_packs

Step five. Repeat one more time for the other .mcpack file.

Should work.
