Just happened to me while bringing a donkey home through the desert. The chunks will load if I get off the donkey, or exit and reopen the world, though that dismounts me for some reason. Pressing F3+A doesn't load new chinks while riding
Realized graphics were set to fast, so ignore the item entity part above. Still applies for thrown potions. Not sure if Fast item entities are supposed to be the same as Fancy ones, except without rotation, but that was what I described above
If anyone cares, there's this issue:
