I was wondering that this annoying bug was not fixed with 1.2.9, I can only agree with the others here that it has to be fixed asap. It effects quite every player using chat for messages or commands which causes unnecessary aggressions.
Here are some of my experiences on Win10:
the lag depends on the window size (big window size = big lag)
the longer the written texts are the bigger will be the lagg
copy&pasting long texts works well, so it seems to be caused by any input validation/processing after every typed character

Since 1.11.x the Xbox avatars are never shown to me in the playerlist on Windows 10. It only does on mobile devices (iOS and Android) and it doesn't matter if you play on a server or a local game.
EDIT: I can confirm that after adding a player as a friend it shows up.
