The V-sync icon is on as shown in the photo, but the FPS won't cap at 60 fps.
Yes and the problem was solved, it was called Flood Escape Resource pack. I did not know how to select the Default resource pack. All I could do is move the Flood one to the top or bottom on the right side of the page. Or move it across to the left which I did and the problem was solved.
